The City of Seattle is trying to make retro-active changes that will effectively cause some people to lose their homes. Regulations that originally stated that your vessel had to be “Designed and Used for Navigation” are now being morphed into requiring Naval Architect certification, special (more expensive) insurance, minimum horsepower, constraints as to design, and other previously unpublished regulations. How can people be expected to comply with rules that were never published? Sort of like saying… “Take your car off the road if it has less than 100hp!”
These rules are also being expanded to include ALL VESSELS, not just houseboats.
